  1. The Japanese Government system vanished and the Japanese needed to be organized to prevent total anarchy, followed by disastrous shortages and disease.

    We needed to get them on a path that could assure they would become a productive and cooperative nation that would benefit not only them but also their neighbors and trading partners.

    We needed to prevent them from falling back into the previous social order that created the elitist, arrogant, dominant and destructive society that encouraged their violent imperialism.


  2. General George Marshall was the  man with that particular plan. Reconstruction, and commerce

    was the goal.  It seems it worked.

    EDIT Goeorge Marshall was in charge of the rebuilding of western Europe.  It was the work of MacAurthor who was in charge of rebuilding Japan.  I say again - Wikipedia.
