  1. Generally, in history, women are perceived as weaker than men. If a state wishes to  appear strong, they should have a strong leader -- a man. Other societies rationalized this by stating that politics and rule were dirty business that could corrupt a soul. Women should, by their logic, remain pure and above the corruption that could easily taint them and thus their offspring.
