Why did the drying up of the aral sea increas elevels of amnesia and cancer?

Apparently the root cause of both the drying up and the diseases (there are others) was a poorly managed agricultural irrigation system.  As the lake drained and dried up pesticides and fertilizers were concentrated in the lwater and land, causing DNA damage to the people.  We have a very similar situation in the USA with the Salton Sea

one of the scientific reports was that much of the evil was done by little particles of dust mixed with the pollution in the water, they build a new system and th problem was gone
