  3. 1. Great Britain and France, leaders of the League of Nations were very wary of becoming involved in another war after the devastation of World War I, and so often didn't meet aggression by other nations with the threat of force.

    2. Great Britain and France found themselves greatly over-stretched after World War I (mainly because of colonies, which were no longer profitable, and because the war had greatly weakened their economies).

    3. The USA didn't join.

    4. The USSR was excluded.

    5. The great depression of the late 1920s and early 1930s caused mayhem with national economies, causing extreme right-wing nationalist governments to come to power, who were generally aggrieved by the peace treaties following World War I (e.g. n**i Germany, Fascist Italy, other European powers such as Hungary and Romania, and Japan). By their very nature, nationalist governments are often expansionist.

    6. n**i Germany and Fascist Italy left the League of Nations after disagreements with Britain and France - Japan also followed suit.

    7. Many countries continued to increase the size of their militaries, despite agreeing not to, which lead to an increase in tension between the major (and minor) powers.

    8. Peace treaties after World War I often caused racial tension because huge numbers of ethnic minorities now found themselves in different countries due to border changes - in particular large numbers of ethnic Germans were left in Poland and Czechoslovakia, which was used as an excuse for a German invasion of both countries.

    There are probably a thousand others, but I think this is a good list to get started on for research!

  4. It could have been a grand fear of a universal or world wide power coming to effect.  No one wanted to provide for a peace keeping force sufficient enough to compete with any world wide power (still don't).  

    The UN could well suffer the same shortcoming.
