Why did the passport agency as for more documentation to proof identity?

My fiance applied for his passport but they are delaying it becasue he needs to send in more documention for proof of identity. I know a lot of people that they just send in their ID and birth certificate so why was that not enough for my fiance.

It would appear that your fiance's application lacked sufficient validation as to his identity.  Once a passport is issued, one only needs to send in the expired one to apply for a new passport, however the initial application needs to establish identity and this requires substantiated documentation.

It is the job of the Agency to verify documents, yours is to satisfy them by validating whatever requires validation.

You should not entertain any fear once you are clean.

if you know the problems encountered along such jobs, you will quiver, as the world advances, so thus crime.

they may just want to clear a case of mistaken identity.
