Why did the powers at the Congress of Vienna chose not to restore the Holy Roman Empire as it was called?

And instead just have a "Germanic Confederation" with Austria (and the Habsburgs for that matter) as the head of it.

  1. The Holy Roman Empire was pretty well a legal fiction by the end of the Thirty Years War, in 1648; it's name symbolic only.

    The Germanic Confederation therefore replaced something that didn't really exist, with a system that would provide some stability.
