Why did they put new rules in jordan?

you cant wear your hair spiked anymore and the second rule is you cant wear your jeans low. why did they put these new rules? is there a specific reason? this is in the coountry of Jor.

It has to do with the religious beliefs there....i do understand the jeans low thing but i don't get the hair spiked....
