Wales and Scotland voted for the French to host the RWC in return for games being played at their countries as France did not have enough stadiums!

The 1999 RWC, hosted by Wales, was done the same way. Games were held all over Europe due to votes from most of the Northern Hemisphere countries!

This is common practise in most sports!
