Why didn't everyone listed on the members list receive an announcement sent to the groups website?

it depends on how you sent it, and your members mail preferences. if any are set to no mail, they'll never get an announcment but since they're on the archives as well, chances are they'll read it there

Many reasons.  They will not receive announcements or any other group messages If they have their email delivery set to Web Only,  For those with "No Mail", they will only receive messages send as "Special Announcement" by the group owner/moderator.  If their email account is bouncing, they will not receive any group email.  Their email program's spam filter might have filtered the announcement out.  Etc.
