I don't think that particular speech error is restricted to African-Americans.  As for why people do it, it's a simple sound reversal.  An X sound is basically a k and an s together like this "ks."  But ask has sk.  They reverse the the letters and accidentally say aks (axe).  The reason it spreads so much is because very few people in America care at all about using English correctly.  It's really rather disturbing I think.
