Why do BSNL people dont agree to provide me LL connection ?

I m from Vasant Vihar, Ph-I, Zirakpur, BSNL people said they dont have coverage in our place, but we have 3 LL connections in our colony, connection pole is just 100 meters away from my home. Can anyone suggest what to do?
