Why do I can't Go to some websites?

I can't go to visit to any of these websites:

cabal.com.ph

flyff.com.ph

Can you visit these sites?? If not, Please answer! or if you can go please tell me what did you do. I use both ei7 and firefox 3. Do i need to change some settings to these browsers???
