  1. It is the best angle of attack for the speed they are flying to maintain level flight.  


  2. Most aircraft will cruise with the fuselage at a positive angle. If they were level during cruise, they would have to fly nose down when the flaps are extended, and that could mean planting the nose wheel down first upon landing which is not very good.
