Why do cats make those creepy noises when they mate?

Male cats' penises have thorny "barbs" all over them.  That is reason enough to scream.  ;)

that creepy noise is the mating call, the females do this call to let the males know they are on season.

the males will also do this call while he has the female

Probably the same reason humans make 'creepy' noises when they mate.  It feels good and they express themselves.
