  3. The correct answer is prestige.

    The city gets a boost in civic pride and international exposure, so there could possibly be a long term benefit, but look at what happened to Athens - their Olympic venues have become a whole new set of ruins.  The Olympics have been money losers for Sydney and Athens, and certainly will be more expensive for Beijing than what they make from it.
