The evaporation rate is increased due to the air moving across the clothes, which quickly removes moistened air that was in contact with the clothes and replaces it with drier air.  On a calm day, the air in contact with the clothes is moistened by evaporation and the rate of water loss in the clothes decreases as the air in contact is moistened.
