Why do cops rat out other cops?

If you don't like your co-workers scoring some "benefits" while "coloring outside the lines", why don't you just look the other way?

Simply put, they have a conscience! Perhaps they actually believed some of the **** they saw on TV growing up: Adam Twelve, Drag Net, Perry Mason..... May be they thought that their job is to 'Serve and Protect' the people they are supposed to be working for! We The People, not the Crooked Politicians, Carrion Eating Judges, Vulture Lawyers or the Maggot Cops they 'Ratted Out'.... Or h**l, who knows, may be they actually wanted to Enforce the Law against some REAL criminals for a change!

Why do cops tell the truth about other cops? I think that is what you tried to avoid asking but it is identical to the question you asked.

The answer is that some people have a sense of decency and justice that applies equally to all, whether it's the man on the street, a fellow officer, or themselves.
