Why do downloads from limewire vary in speed so an sometimes stop?

Like what the previous poster said, it's because you're downloading parts of the same file from multiple people.  So if there's only 4 people in the world with that file to download from, and all 4 people's computers are off, then you can't download the file.  When one of those people come back online, then it will start downloading again, but slowly.

Basically, the more "popular" a file is, the quicker it will be to download.

Because it's a file sharing system that goes over the internet and jumping multiple routers in some situations
