  1. Because of stupid government regulations.

Hypothetically, lets say you are a caregiver or sitter and the man/woman you are working for is blind and they need you to take them to get cash from the atm it allows the blind person to do the transaction so they do not have to worry about the not so blind person withdrawing additional amounts and in a way protects the blind party by allowing them to do the transaction. Of course theres the American with Disabilities act that suggests this as well. There are several reasons for this.

  4. Because it's the same model and assembly line machine as the sidewalk model.  It's cheaper to make one design.

  5. One may hope that the passenger is using the machine.
