The Red Rose is the national  symbol of England, the three lions was adopted by the football team to make them look hard...................it didn't work though:))

It's 'their shirts' not 'there shirts' dear chap, it's your language, use it properly.

Back to your question: the rose is the national emblem of England...it would be more appropriate to ask "Why don't the football team use the rose emblem?"
