  1. All hairs go through a growth, dormant rest stage and fallout stage then new growth.  Only during the growth stage do hair cells in the follicle divide and push a growing hair out of the follicle.  The hair stops growing during the rest phase (without 'knowing' how long it is).  Evolution has produced the correct duration of the growth cycle to ensure there are always enough eye lashes but not too long to protect the eyes (and attract mates?).

    I wonder that as I get older, my stopped getting as long as they used to be.
