Cinnamon has a burn to it that you probably don't notice if you've only had it in sparing amounts.  The Cinnamon Dragon refers to daring someone to eat a tablespoon of cinnamon; if someone's macho enough to be a firefighter, they'll probably take the dare, thinking it's easy stuff.  The burn becomes too intense and they spit out the cinnamon, which forms a big red cloud and makes them look like a dragon spitting out fire.  You can see a video of this prank getting pulled on a rookie fireman below.
