Why do girls spray purfume on their neck and wrists?

Because these are your "pulse points".  Your wrists and neck have a lot of blood flow, the blood warms the skin and this activates the smell.

Also, when you hug someone, you use your arms and their face goes into your neck so they get to smell your perfume.
