Depends on the position of the moon relative to your location on the earth.  The earth rotates once in 24 hours.  When your location or the point on the opposite side of the earth is directly under the moon the gravitational force is stronger and causes the high tide.  At six hours after and 18 hours after, the moon is at a 90 degree angle relative to your location so the gravitational effect is weaker.

At a particular time,there are two  high tides (opposite to each other)and  low tides (again opposite to each other)separated by 90 degrees from each other over the globe.As the world spins once in 24 hours,each place experiences these two high tides and the two low tides alternatively.So you get either high tide or low tide every 6 hours.
