because its a way to get help. for example. a baby cries to get their parents attention. to feed them. or whatever. However, a smart baby only cries when parent's are present or around though. Same for human. its not smart, or not practical at all. crying alone. If you cry, you cry before others, so you'd get some help or something. Its for the best to your survival.

A person need not cry if there is no reason to do so however, there are instances when one needs to shed tears.  Humans are emotional so when they are happy, sad, lonely or weighed down by anxieties or problems, they let out the emotions from within more to ease the pain - like a release of sorts and they do this by crying.
