Why do i have to pay for foreclosed listings?

When you click the link to make the offer, either one will take you to the same place. HUD doesn't take offers directly. You'll need to find a licensed agent to do that for you.

Also, you can contact local banks. Sometimes they will make foreclosed homes available for you to buy. You'll probably have better luck at the smaller, local banks. Larger national banks have REO departments, but there are a lot of people competing for their listings.
