  1. Because some lazy wanna-be programmer slob couldn't be bothered to actually test code that was probably copied from the antique pages of DynamicDrive...

    Simply go to Tools | Internet Options \ Advanced, and:

    Check "Disable script debugging"

    UNCheck "Display a notification about every script error"

    Hit Apply and OK, done.
