Why do immigrants have to restart the grade that they passed in their country?

I came here from the philippines and I finished 1st grade. but they told me that i have to restart the 1st grade. why do i have to?

Gosh I don't know because your command of English is very good for a 1st grader. Your parents must be proud.

You mean the first grade as in you are 7 years old?  Hmm.

Generally speaking, when going from one countries school system to another, there may be differences.  In some subjects, you might be further along, in others behind.  In your case, the school decided that you should repeat a grade.  If you or your parents disagree with this, I am sure they can appeal to the school board and possibly have you show by taking some tests that you don't have to repeat.
