It's fairly clear for them that they can get higher living standards, safer and more civilised places to live there.

Everybody migrates everywhere... and Latin Americans don't migrate ONLY to the USA and Spain, but anyway, a lot of people go there because there are better chances of getting jobs, house, school, etc. than what they get at their countries. Even in Latin America, there are people that migrate from one Latin American country to another for better opportunities.
