Why do leaves grow on trees in the spring.?

When trees come out of their dormant  period and the sap begins to flow, they need leaves to breath, grow and create blossom to pollinate. Evergreens don't go into a dormant stage,

that is why they have thin and waxy leaves (needles) to preserve the moisture.
