  1. To regulate certain aspects of the law. Legislatures would be to overwhelmed if they had to control everything.  


  2. man,if this isn't a homework question I dont know what is. basically they are created to delegate authority.

  3. They'd end up having to spend all their time on administrative stuff and never get around to legislating.

A legislature has limited time available.  So, they often act by establishing general policies and then let administrative agencies propose more specific rules.  Then there is a procedure by which the proposed rules can obtain the force of law without the legislature acting directly on it.  The agencies, one hopes, have the expertise that the politicians lack.  So, the politicians essentially defer to the expertise of the agency.
