Why do little girls where "swimming-bras"?

Was at the beach today with my children and we saw that very young girls as young as 4-5 are wearing "swimming bras." They do not even have b*****s, for crying out loud, why do they need these? I have been all over Europe and you do not see this there? What's the point??
