  2. The crossbar on men's bikes is for structural strength.  

    On ladies bikes it was modified to accommodate skirts, and the top tube became a second tube that ran lower and allowed the skirt to stay down.

    Not many women ride bikes in skirts anymore, but that's how it got started.

  3. I guess it's because of the skirts or the long ankle length dresses worn by the ladies of the "g*y 90's"

    It has to be. Think about it. Doesn't it seem to be backwards as far as a slight injury occuring when coming down on the bar.
