because when first formed they are formed as female before 'changing' or developing into males, i no this is true in humans  but im not sure bout other species.

the baby's fetus develops them before the s*x of it is differentiated.  just like we both have eyes.  its not s*x dependent because it develops before the sexual tissues differentiate.
