Why do managers let a co-worker verbally insult another?

Sometimes it makes them feel that they are the higher class than the idiots that are going around fighting. Managers don't realize that this is a form of harrassment and even the manager could lose their job for letting it go on. Where i work if i even sneeze wrong...i get the threat of being written up. Some bosses knew the old way where it was just a form of employees releasing anger since they could not ever pay them what they were really worth. Its still all plain wrong and if it were me...i 'd get another job.
