Why do men's running shorts have liners?

What's the purpose of having a liner in the shorts when you wear underwear? It gets pretty warm on a hot day even if you're wearing coolmax underwear.

trust me, when you're running no one wants to see your goods hang out and that's what the liner is for even if you are wearing underwear

i wear compression shorts so if there is a liner i simply take out my scissors and cut it out or i leave it in if it is for my track team shorts..
