I will just amplify on dkstring's answer.

All mammal (not just human) fetuses start out as females and develop the nipples before the male hormone kick in and turn the fetus into a male.

It allows better chance of survival.

The gender of a human embryo is determined at the time the egg is fertilized. However, the mammary papillae (nipples) remain identical in both sexes until hormones affect a child on reaching puberty.

This allows the embryo to work on one less process at a time when large numbers of changes are already taking place, thus lowering the chances of a defect.

All embryos start as "female" and it isn't until certain factors and conditions are produced that one of the chromosomes becomes "Y" (male), therefore the genotype for nipples is present and the phenotype (presence of nipples) is expressed.

All humans start out as female.  It takes specific hormones and proteins at specific times during development to make them male.
