  1. Ionic substances dissociate into their ionic components are are solvated by the water which permits the separation of the charges. Some covalent substances like low MW alcohols interact with water through H-bonding with ROH accepting and donating H+'s with HOH.


  2. Like dissolves like.

    Water is polar, so polar compounds will dissolve in water.  Ionic compounds are polar, so they will dissolve in water.  Covalent molecules that are not polar, like hydrocarbons, are not soluble in water.
