Why do most police cars have bumper guards on the front of them?

I see most police cars with bumper guards, and I never have seen one go off-road, or put to use for that matter. Why do police cars have them?

  6. They're push bars. For pushing stalled cars out of traffic. You can't just push a car with your bumper. Bumpers are designed for a one time impact. After that, they need to be replaced. With the push bars, you can push a car without destroying the bumper.
