Why do my headlights do this.

they are starting to get that discolor. they arnt clear anymore. Its a 2004 pontiac grand am gt.

canhge the bulb...or headlight cover.

Because Pontiac used cheap plastic lenses that fog up on the inside and are impossible to clean.

I think it is probably your headlight cover, not the actual bulb. They sell "Headlight Restorer" that is a cleaning system that involves some light sanding and buffing. It is sold at any auto part store or even walmart

cars have clear  plastic headlight covers ad small yet very hot headlight bulbs. Over time they just cloud an pit the plastic up.

All you can do is change the covers---expensive.
