Why do my pond plants look like they have a fine white salt like substance on the leaves?

it is only on the leaves that are either on top or out of the water.

I am on a well and have very hard water.

  1. I think your added information gives the best answer - hard water has high concentrations of calcium and magnesium, and as any water that gets on the leaves evaporates, it leaves mineral deposits behind.
