Why do my sylvania 13 watt cfl light bulb take a second or two to light up?? whyy??

when i turn the switch it doesnt turn on right away.. like if i havent turned the light on for 15 mins or so, when i go to tur nthe switch it takes about a second or two to turn on.. why

All compact florescent bulbs do that - it is normal.  The gas inside the bulb takes a second to get going.
