Even when they are starting to heal they're still incredibly itchy.

  1. the fibers in the paper are often coated with chemicals such as bleach which penetrate the cut, and the hands have higher concentration of sensory receptors which increases the intensity of the sensation

  2. All injuries itch as they heal. It's due to the dead skin cells flaking off as new, healthy ones replace them. Why paper cuts may itch more than other wounds is while small, they usually tend to be fairly deep, which can allow introduction of irritants relatively deep into the cut. And irritants, as the name implies, are irritating... causing itching.
