Why do people ask questions about politics that aren't even questions just slanders of the other party?

  1. Because they have nothing of substance to add to, or to generate a discussion, so they just spew whatever junk they have on their weak mind.

  2. Because they foolishly believe that it will somehow justify their beliefs. However smart people see it as it is propaganda.

  3. The main intent is to make the other side look bad and thus, make your side look good.  By making the attack in the form of a question it's much more difficult to be charged with slander

  4. They probably genuinely believe that by taking the low road they can influence people's beliefs, especially people who have not made up their mind. It is so obvious that they just want you to agree with them. I never answer them and do find them offensive. They have the opposite of the effect they want: I feel sympathy for the person slandered.
