It's a lot cheaper per roll if you buy a large package, and you know you're going to use it all eventually...

  1. True, but not everyone has the space to store a 24-roll package.  Or even a 12-roll package!

  2. not everybody can afford to buy large rolls at once

  3. some don't always have enough $ for the 'economy pack' - others may have a long walk with a lot of stuff. (not everyone has a car, you know) Personally, I steal it from public bathrooms !

  4. It is very bulky to store and many people do not have  much storage space. Living space in  more expensive than toilet paper so it does not save money to pay for the space to store it.

  5. They are just too embarrassed to be lugging around a huge indicator that they do, after all, p**p just like everyone else. Go figures, we all want to be cool.

  6. Storage purposes.  Also, unlike most items, you can often find smaller packages cheaper per roll than the larger packages.  For example, you may pay $2 for an 8 roll pack, and a 16 roll may be $4.50.
