Ok here's the textbook safety reason: There are hazards that exist and we all take risks. We can limit the risk to avoid an accident, but unless we wipe risk out completely there is a chance. You basically have a chance at an accident unless you don't use cars in any way. Accidents are unplanned events that got out of the driver's control (unless we are talking about insurance fraud).

Because they are not paying attention to what they are doing. Cell phones, combing hair and who knows what else. I saw a woman one day with her sun visor down to fix her hair and would you believe, she had a cell phone in EACH ear. What a joke. Then the a------- would say, "what happened?"
