  1. Don't feel sorry for the adults.   They all made the choice to live that standard of living.   They could get normal jobs if they wanted.

Section 8 is for families with children who are low income of no real fault of their own.   The parents are either disabled or working full time.   The idea of section 8 is to give the kids a decent place to live despite their parents income.   I have a section 8 family.   The father has severe epilepsy and can not drive or work because of seizures.   The mother was hit by a car and lost her leg, and has chronic pain.    They pay 1/3 of their income (disability) to me, just like most families pay 1/3 of the income for housing.   But, section 8 picks up the rest, giving their 3 boys a middle class home, in a middle class neighborhood.   They love me because I also allow dogs, no extra charge.   They are a classic case, a struggling family with real hardship, and I am happy to provide them a nice home, and yes, I make sure it is nice enough that I would live in it myself.

  2. Good question... Tenant-based vouchers are attached to you as a tenant. A project-based voucher is attached to a particular property. If you live in a unit with a project-based voucher and you move, the Section 8 stays with the property and the next tenant uses the voucher. With a tenant-based voucher, you can take it anywhere as long as the home you wish to rent accepts Section 8 and meets the standards of the Section 8 program.

  3. The bigger question you are asking is one which has been debated for centuries.  Why are the poor poor, and should something be done about it?  If so, should it be the obligation of the government or volunteer organiztions?  Should the government take money from the rich and give it to the poor?  If so, how much should be taken?  How should it be given to the poor?  Who is rich?  Who is poor?  These questions are being debated every day by Mr. Obama and Mr. McCain, as well as those in congress.

Please read the following authors/philosophers to get an historic foundation of the subject before coming to a conclusion: Adam Smith (Wealth of Nations), Ayn Rand (Atlas Shrugged), Skousen (The Naked Communist and The Nake Capitalist), and Karl Marx (Das Kapital).

Many of the above books are quite long and dificult to get through.  So, if you want you can get summaries on line. Enjoy the reading.

  4. because they have poverty level income

    because they attended poor schools

because they grew up in fatherless homes

because their parents didn't involve themselves in their education

because the lure of the streets is strong

because they saw few good examples

because they have few job skills

    because they have little education

because they didn't learn to plan for a future different from what was in front of them;  to defer gratification, to use self-discipline

because there weren't enough helping hands and mentors

Section 8 is for low income people who find their own housing with LL who will accept Section 8, the property is inspected annually, it is scattered housing as only so many units can be Section 8

Projects are warehousing for the poor and disadvantaged

  5. Because they don't have money to pay for their own home.
