Why do people put tape on boxing bags?

I'm guessing it's too make it softer on the hands, but would you still have to put boxing gloves on?

to keep the bag in one piece

It stops the outside skin of the bag from moving around, and so you don't cut your hands up. It also can stop the bag from splitting.
