  1. because it is

  2. This corruption started back way back in the late 19th century and early 20th century with the Mafia and other Organization. But what seal it was when Mayor Richard Daley Sr. came into power. He was part of a Street Gand Name The Canary Boys. The were located near the White Sox Park n the south side and are connected with inciting many racial wars through the early 20th century. When he got in power nothing changed he certified his dominance use his gang power to do what ever he wanted. Now you see its really Cook County that is corrupt. If you will read the Illinois Constitution vs the US Constitution you will uncover the inconsistencies that attribute to the corruption. Cook County is the only county that has separate statues that apply to that county.  Many more things I can get into but  this is a good place to start.

  3. Ditto eddies answer........ because it is.

  4. Chicago has a long history of corruption starting back during the days of  prohibition.  That the corruption during that time went through all levels of government has not helped the situation.  Price fixing, election fixing, union tampering and corruption has all played a part in this preception. Is Chicago any more corrupt than any other city I don't think so, but history still plays into thepreception

  5. Chicago is not cororupt but some of the people may be!

  6. Because the city has a long history of corruption. There is still corruption in the city but not to the extent it was in the early part of the 20th century.
