  2. Lack of awareness and habit.

    I have lived in both huge, crowded international cities and small, uncrowded towns. I have found that people who regularly must navigate the more crowded cities learn not to impede pedestrian traffic by dawdling (and if they are just visiting from a small town will often be TOLD by the regular inhabitants to move your a$$!!!!) People from small towns share their space generally with fewer people, so the lack of crowding and the lack of unrelenting hustle-bustle involved in competing in an overpopulated environment allows them the luxury to meander.

    Lack of awareness and habit.

  3. They either have nothing to do or they're lost, dazed, confused, ignorant, busy thinking about something else or distracted.

    And then when they stop randomly, they wonder why people annoyed!!!

  5. Because they might be distracted, temporarily lost, carrying heavy shopping bags, relaxing, looking at the scenery or not be able to walk fast (due to health reasons).

    Just like on the roads where there is no official speed minimum, only a maximum speed limit - faster people should allow some leeway for those slower ones.

    Just pass them when it is safe to do so - patience is a virtue, as the old saying goes.
